The Marine Corps is interested in what urban environments will look like in 2030.  The Social and Decision Analytics Laboratory has created an Urban Model that describes the urban goals in the context of their activities. Every policy implemented in a community (city, county, or other jurisdiction) and every activity undertaken, with rare exception, revolves around at least one of the following four urban goals: survival and growth, competition for resources, adaptation to prepare and overcome disruptions, and innovation to exploit opportunities.  This model provides the impetus for the creation of a Community Learning System process. Using statistical learning methods, the Social and Decision Analytics Laboratory proposes to create a process called Community Learning Systems to liberate and repurpose local administrative data.
